Dr. Ruth Watson, Position 1
President and Co-founder, Groves Educational Foundation, Inc.
Dr. Ruth Watson was elected to the Board of Trustees in November 2007. She currently serves as chairwoman of the facility planning committee and is a member of the audit and finance committees. A resident of Spring since 1986, she has 25 years of experience in public education and is the mother of a eleventh-grade student at Spring High School. Dr. Watson is a co-founder along with her family of the Groves Educational Foundation Inc. a 501 (c) (3) non-profit educational foundation established in 1995 to promote educational community development. Calvin Tang, Position 2
Vice President - Planning, Business Intelligence, & Financial Systems, US Oncology, Inc.
Elected to the Board of Trustees in November 2007, Mr. Tang serves as chairman of the benefits committee and is a member of the educational planning and facility committees. Justine Durant, Vice President, Postion 3
Regional Director, Cigna Healthcare of Texas, Inc.
Appointed to the Board of Trustees in November 2006 to fill a vacancy in Position 3, Ms. Durant was elected to the position in November 2007. She currently serves as vice president to the board, as chairwoman of the policy committee and as a member of the audit and educational planning committees. Ms. Durant brings to the position many years of experience as a volunteer in Spring ISD. She has been an active member of parent-teacher organizations throughout the District and has served on numerous Spring ISD committees.

Jeffrey Mitchell, Assistant Secretary, Position 4
Independent Consultant
Appointed to the Board of Trustees in August 2007 to fill a vacancy in Position 4, Mr. Mitchell was elected to the Board in November 2008. He currently serves as chairman of the finance committee and as a member of the benefits and facility planning committees. In addition, Mr. Mitchell is one of four members of the Texas Association of School Board's Legislative Advisory Council, is a delegate to the Texas Association of School Administrators, and is a member of the National Black Caucus of School Board Members. He has been actively involved in Spring ISD, serving as a member of the 2007 Bond Advisory Committee and as co-chairman of the 2007 Bond Political Action Committee. See full biography

Elected to the Board of Trustees in 2002 and re-elected in 2005 and 2008, Mr. Smith currently is serving his fourth term as President and is an ex-officio member of each of the Board’s standing committees. His past experience includes serving as Board secretary and representing the Board at the Texas Association of School Boards delegate assembly.

Elected to the Board of Trustees in 2003 and re-elected in 2006, Mr. Crier currently serves as chairman of the Board’s finance committee and is a member of the benefits and policy review committees. His past experience includes serving as secretary and assistant secretary to the Board, as a delegate to the Texas Association of School Boards delegate assembly and on the Legislative Advisory Council for the Gulf Coast Area Association of School Boards.

Jana Anders, Secretary, Position 7

Elected to the Board of Trustees in May 2006, Ms. Anders currently serves as secretary to the Board and represents the Board on the Spring ISD Education Foundation Board and as a TASA delegate. She is chairwoman of the educational planning committee and is a member of the finance and policy review committees. The Board of Trustees is responsible for setting policies, establishing an annual budget and selecting the superintendent.

Meetings
Board of Trustees meetings are normally held at 7 p.m. the second Tuesday of each month at the Gordon M. Anderson Leadership Center, 16717 Ella Blvd., Houston. Board committees meet on the call of the chair. All Board and committee meetings are open to the public and agendas are posted at least 72 hours in advance at the south entrance of the Administration Building in accordance with the Texas Open Meetings Act.

Agenda Items
The Board of Trustees may not take action on any matter not on the posted agenda. Items for a Board meeting agenda must be submitted in writing to Superintendent Dr. Ralph Draper at least 11 days prior to the Board meeting. Such items will be considered "Discussion Only" at that meeting to allow the administrative staff time to investigate issues presented.

Public Participation
At regular meetings of the Board of Trustees a maximum of 30 minutes shall be allotted to hear persons who desire to make comments. Persons who wish to participate during the Public Participation portion of the meeting must sign up at the designated table located outside the Board room. Registration for the Public Participation portion of the meeting shall open 1 hour before and close 15 minutes prior to the start of the posted Board meeting. Registration must be properly completed in full by the person wishing to speak in order for that person the be heard by the Board of Trustees during Public Participation. [BED(Local)]

Election
The seven trustees are elected for rotating three-year terms. Elections are held on the first Tuesday in November annually. Although elected to numbered positions, trustees represent the District as a whole, not specific geographic areas.
