Sergeant Paul Skinner joined the Spring ISD PD on March 31, 2022. Sgt. Skinner retired from the U.S. Department of Homeland Security/Homeland Security Investigations on March 31, 2022 after 20 years as a Special Agent.
Sgt. Skinner has a total of 29 1/2 years in law enforcement: 20 years as a Special Agent and 9 1/2 years as a Texas Peace Officer.
Prior to his service with the Spring ISD Police Department, Sgt. Skinner was a Special Agent with the U. S. Department of Homeland Security (DHS), Homeland Security Investigations (HSI) Houston, Texas for 19 years. Prior to his service as a Special Agent with HSI, Sgt. Skinner was a Special Agent with the U. S. Customs Service (USCS) Office of Investigations Houston, Texas. USCS was merged into DHS/HSI in March 2003. During his service as a Special Agent, Sgt. Skinner was a certified undercover operative and worked undercover in narcotics investigations, human trafficking/human smuggling investigations as well as child pornography investigations. Sgt. Skinner was also a member of the Hostage Rescue Team (HRT) during his service as a Special Agent. Sgt. Skinner also served on details to the Drug Enforcement Administration (DEA) Houston, High Intensity Drug Trafficking Area (HIDTA), Major Drug Squads (MDS) as well as numerous details to the United States Secret Service (USSS) on Presidential Protection campaigns, G7 & G8 Summits, United Nations General Assembly (UNGA) and NFL Superbowl’s.
Sgt. Skinner received numerous awards during his federal service including: DHS Directors Award: Outstanding Contribution in Leadership in the investigation and prosecution of individuals in Human Smuggling/Human Trafficking Investigations, Outstanding Human Smuggling Investigation, Letter of Appreciation HSI Special Agent In Charge Houston, Texas-Hurricane Katrina Response. Letter of Appreciation United States Secret Service-Recognition of outstanding cooperation in support of protective operations during Presidential Campaigns.
Sgt. Skinner is a graduate of the Criminal Investigator Training Program (CITP), Federal Law Enforcement Training Program, Glynco, GA. Sgt. Skinner is a graduate of the U.S. Customs Service Basic Enforcement School, Department of the Treasury, United States Customs Service Academy, Federal Law Enforcement Training Center, Glynco, GA. Sgt. Skinner is a graduate of the U.S. Department of Homeland Security Undercover Operatives School, Immigration and Customs Enforcement Academy, Investigations Training Division, Federal Law Enforcement Training Center, Glynco, GA.
Prior to his service as a Special Agent, Sgt. Skinner was a Deputy Sheriff for the Montgomery County Sheriff’s office assigned as a Patrol Deputy. Sgt. Skinner was a Top Cadet graduate of the Montgomery County Sheriff’s Office Academy. Prior to his service as a Deputy Sheriff, Sgt. Skinner was a Sergeant for the Texas Department of Criminal Justice-Institutional Division in Huntsville, Texas.
Sgt. Skinner holds a Master Peace Officer License. Sgt. Skinner is a SFST Certified Practitioner. Sgt. Skinner is a certified Basic Instructor as well as a certified ALERRT Active Attack Integrated Response (AAIR) Instructor. Sgt. Skinner is a graduate of Sam Houston State University where he received a Bachelor of Science in Criminal Justice in Law Enforcement-Police Science.
