Chief of Human Resources and Human Capital Accountability
Julie F. Hill – who has served as Chief of Staff for the district since 2014 – is both a licensed attorney and a certified administrator in the State of Texas. After seven years practicing law, she became an elementary school teacher for the Houston Independent School District in 1991. Hill quickly moved into the first of many leadership positions through which she helped provide strategic support to campuses and programs across the district. Her roles have included elementary assistant principal, grant coordinator, Title 1 coordinator, education programs manager, leadership development manager and academics program manager.
Before her arrival at Spring ISD, Hill served as the general manager of Human Capital Accountability for Houston ISD. In that role, she monitored all Equal Employment Opportunity Commission complaints, investigations, grievances and employee reassignments; generated and analyzed metrics to gauge the effectiveness and achievement of district goals; and was responsible for overseeing evaluation systems covering more than 26,000 employees.
She earned a Bachelor of Arts in government and secondary education from the University of Notre Dame, a Master of Education in administration from Texas Southern University, and a Juris Doctor degree from Loyola University of Chicago. She holds teacher, English as a Second Language, principal and superintendent certifications.
